70--THIS IS A NOTICE OF INTENT TO SOLE SOURCE.

The Mission and Installation Contracting Command (MICC) at Fort Sill, Oklahoma, plans to award a firm-fixed price, sole source contract for the renewal of GEM X Encryptor Software Maintenance, which includes helpdesk support for the GEM X Encryptor Manager, as well as upgrade, maintenance, and licensing. This contract will be awarded exclusively to General Dynamics C4 Systems, Inc., using the authority granted under the Federal Acquisition Regulation (FAR) 13.106-1(b)(i) for Simplified Acquisition Procedures. The NAICS code applicable to this contract is 541511, with a size standard of $27.5 million. The notice is not a solicitation or a request for quotations but is posted to provide an opportunity for interested parties to demonstrate with clear and convincing evidence that competition would benefit the Government. Responses must be detailed enough to show compliance capabilities and must be submitted by 4:00 pm CST on June 11, 2015. If no affirmative responses are received by the deadline, the Government will proceed with awarding the sole source contract. The determination to proceed without competition is at the Government’s discretion based on this notice. Interested parties or those with questions are instructed to submit inquiries in writing to designated contacts at the Mission and Installation Contracting Command in Fort Sill. No solicitation package will be issued, and this action is being conducted under the Department of Defense’s contracting regulations to maintain continuity in software maintenance and support for the GEM X Encryptor system.
