The U.S. Army Contracting Command at Aberdeen Proving Ground plans to award a sole source contract to Quantitative Research Management (QSM) located in McLean, VA, under authority permitting non-competitive procurement due to QSM’s exclusive ownership of the source code for their software products. This unique position authorizes QSM as the only provider of technical support services and site licenses for the Government’s existing QSM programs. The contract involves delivering QSM metrics, conducting on-site training for the QSM Software Lifecycle Management Model (SLIM), and offering consulting support on cost estimation for a major defense acquisition program using the SLIM Estimate parametric model. The initiative aligns with a mandate from the Under Secretary of Defense for Acquisition, Technology, and Logistics requiring monthly submission of QSM metrics by GFEBS and GCSS-A to the Office of the Secretary of Defense Program Analysis and Evaluation. This notice is not a solicitation for proposals but serves to gauge industry interest and capability to respond to the requirement before finalizing the sole source contract. Interested parties had until June 11, 2015, to submit written responses demonstrating their bona fide capability to provide the services, with all submissions being considered only to determine if competitive procurement is viable and in the Government’s best interest. The contract falls under NAICS code 541511, pertains to the Department of Defense office at Aberdeen Proving Ground, and emphasizes the exclusive and critical role of QSM in supporting specific defense acquisition cost estimation and software management needs.
