The U.S. Department of Energy (DOE) intends to award a sole-source contract to Oxford Economics for global macroeconomic subscription services. This contract will cover the provision of comprehensive international macroeconomic commentaries, high-frequency research briefings, weekly economic updates, data insights, country forecasts, and scenario analyses. Oxford Economics is uniquely qualified as the only provider whose detailed economic and industrial models are integrated into the Department’s World Energy Modeling System (WEPS), a key analytic tool utilized for producing the International Energy Outlook. The subscription service is planned for a one-year period and falls under NAICS code 541910, which covers Marketing Research and Public Opinion Polling. The DOE has issued this notice of intent under FAR 6.302-3(a)(2)(ii), citing that only one responsible source can satisfy the agency’s needs, and is seeking capability statements and rationale from interested parties by September 7, 2015. Although no solicitation is currently available, the agency encourages responses that provide sufficient information to determine if an equivalent service exists. The contract will be processed using Simplified Acquisition Procedures in accordance with FAR Part 12 for commercial items. Questions must be submitted via email only to the designated contract specialist. The DOE emphasizes that the decision to forego competitive procurement rests solely with the agency, and respondents will bear any costs related to their submissions.
