The contract calls for the delivery of 93 kits of Amercoat 235, an anticorrosive and antifouling paint system designed specifically for ship hulls, to Stockton, California. The paint system complies with Military Specification MIL-PRF-24647C and the Qualified Products List QPL-24647-6 and consists of two coats: a light gray base coat suitable for use at temperatures below or above 40°F, and color-specific topcoats with antifouling properties. These topcoats include a red antifouling coat for underwater hull application and a black antifouling coat for the waterline (boottop), both providing a service life of five years. The paint kits include separate containers for Component A and Component B, packaged to prevent contamination or leakage, with a maximum allowable age on delivery of four months and a reinspection date 24 months post-manufacture. Packaging adheres to strict standards, with components in metal cans equipped with bails for easy handling and secured to prevent spillage during shipment and storage. Marking of all packaging follows applicable federal or military standards, ensuring proper identification throughout the supply chain. Compliance with environmental regulations, specifically the Clean Air Act and EPA standards for volatile organic compounds and hazardous air pollutants, is mandatory. Suppliers must provide a certificate of compliance based on coating characteristics or EPA Method 24 test results, with proper certification and emission statements clearly marked on all paint containers.
