The contract extension pertains to the continuation of services by Military Deli & Bakery Services for in-store deli and bakery operations at various military commissaries in Alaska and Hawaii. Originally awarded in August 1997 as a competitive requirements contract with a fixed percentage of savings passed on to patrons, the extension covers a three-month period from November 1, 2003, to January 31, 2004. The extension ensures uninterrupted delicatessen and bakery resale services pending the award of a new contract and will be executed under the same terms and conditions as the existing agreement. This action is authorized under statutory and regulatory provisions that permit sole-source extensions when no other suppliers can meet agency requirements. The Defense Commissary Agency has invited any parties interested in competing for the extension to provide compelling justification by October 10, 2003, but absent such response, the contract will be extended without further competition. The final decision not to compete this extension will rest solely with the government, ensuring continued service support to military commissaries during the transitional period.

Resale Ordering Agreement (ROA) Modification for FDS items
Solicitation # ROAModificationFDS
The Defense Commissary Agency (DeCA) is implementing a mass modification to the Resale Ordering Agreement (ROA) for Frequent Delivery System (FDS) items, effective November 11, 2026. This no-cost agreement updates the ordering and delivery framework by establishing the role of DeCA-authorized Distributors and a Cost of Goods (COG) pricing structure. Under this framework, suppliers are required to maintain established COG pricing and ensure product availability for authorized distributors, who then handle physical distribution to DeCA commissaries, ports, and other designated receipt locations. While DeCA typically remits payment to distributors, the agency retains the unilateral right to order and pay suppliers directly at the established COG. Suppliers must adhere to strict quality and compliance standards, including providing the latest date-of-pack products and meeting specific minimum shelf-life requirements at the time of final delivery: 10 days for milk, 12 days for processed meats and chilled products, 21 days for frozen items and ice cream, and 30 days for center-store grocery. Compliance obligations include brand-name certifications, regulatory adherence, and a strict prohibition on furnishing covered seafood items per 10 U.S.C. 4862(g). Additionally, suppliers must submit recurring monthly trade term reports and provide ad-hoc cost breakdowns within ten calendar days upon request. Price quotes must be submitted electronically via the EDI 879 Transaction Set or the DeCA Web Pricing portal by the 10th or 25th of the month to meet specific effective date windows.
