96001 Metro Entrance Pedestrian Access Control Point (MEPACP)

Purpose

This is a Sources Sought Notice issued in accordance with FAR Part 10 for market research purposes. The Government is seeking information from interested and capable contractors for the Metro Entrance Pedestrian Access Control Point (MEPACP) project at the Pentagon.

Project Scope: The project constructs a new Metro Entrance Pedestrian Access Control Point (MEPACP) where personnel will be screened prior to entry into the Pentagon. The personnel screening facility will be a new structure to accommodate screening equipment and support security operations in compliance with updated requirements while providing for efficient flow of personnel into the building. This additional structure will replace the existing Employee Entrance Screening Facility, improving operational efficiency and traffic of personnel entering the Pentagon via the Metro Entrance. The MEPACP project is approximately 18,400 sf and encompasses the construction of a permanent employee access control point that complies with applicable federal security mandates (e.g., HSPD-12 and ISMP. Detailed specifications are provided in the Issued for Construction (IFC) package.

This notice is not a solicitation and does not obligate the Government to issue a solicitation or award a contract. All information contained in this notice is preliminary in nature and is subject to change. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposals (RFP), Request for Quotations (RFQ), Invitation for Bids (IFB), or a commitment on the part of the government to conduct a solicitation in the future. All information provided is strictly voluntary and no reimbursement will be made by the Government for any costs associated with providing a response to this notice or otherwise participating in market research activities.

Project Overview

• Estimated Magnitude: Between $25,000,000 and $100,000,000
• Unique Constraints & Warranties: The project involves complex site conditions, including operating over the WMATA Metro tunnel, potential contaminated soil remediation, pre-construction utility monitoring, and an anticipated three (3) year warranty. Comprehensive details regarding these restrictions are outlined in the CUI SOW.

• Information Security: The Statement of Work (SOW) and attachments are Controlled Unclassified Information (CUI). Requests for access must follow the protocols in Section 4.

Capability Requirements

• Relevant Experience: Successful completion of Design-Bid-Build projects of similar size and complexity (specifically high-security entry points or Anti-Terrorism/Force Protection (AT/FP) facilities) compliant with federal mandates.
• Schedule Management, Ability to Support Multiple Shifts of Work, and Finish On Time: Contractor must complete work during both Normal hours and Off Hours to meet the schedule requirements. The contractor is responsible for working as many Normal and off hours shifts as necessary to ensure timely completion and make up time for any delays. This includes multiple shifts per day as necessary to meet schedule requirements.
• Site Preparation, Maintenance of Traffic, Safety, and Remediation: Demonstrated experience managing severe structural site constraints (e.g., transit tunnels), high traffic occupied areas adjacent to the construction site and environmental remediation, as will be further detailed in the SOW.
• Delegated Design: Capability to effectively and efficiently manage all aspects of delegated design described by the plans and specifications.
• Bonding Capacity: Interested firms must demonstrate the ability to obtain bonding for this project. The required bonding capacity is a single project bonding capacity of at least $40,000,000 and an aggregate bonding capacity of at least $200,000,000.  
• Project Labor Agreement: Explain your firm’s capability to execute and work using the Project Labor Agreement required by RFO FAR 22.502-1 Policy. Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use project labor agreements in large-scale construction projects to promote economy and efficiency in the administration and completion of Federal construction projects.
• Pentagon Access: Experience managing construction logistics within a high-security, active-campus environment, including the mobilization of vetted personnel.
• CUI Handling: Proven capability to handle, store, protect, and transmit Controlled Unclassified Information (CUI) in accordance with National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 Rev. 2, “Protecting Controlled Unclassified Information in Nonfederal Information Systems  and Organizations Revision 2” (available via the internet at https://nvlpubs.nist.gov/nistpubs/SpecialPublications/NIST.SP.800-171r2.pdf) and NIST SP 800-172 Rev. 3, “Enhanced Security Requirements for Protecting Controlled Unclassified Information Revision 3” (available via the internet at https://csrc.nist.gov/pubs/sp/800/172/r3/final).

Instructions for Requesting Project Documents

The SOW and IFC package are CUI and will not be posted publicly. To ensure vendors have sufficient time to review the technical requirements before the submission deadline, requests for the SOW should be submitted as soon as possible. To request access:

1. Download the Non-Disclosure Agreement (NDA) from SAM: The NDA must be completed and signed by an authorized representative of your company.
2. Submit the NDA and Required Information: Email the signed NDA to the Contracting Officer (KO) and Contract Specialist (CS) with the subject line: “Signed NDA – 96001 Metro Entrance PACP Sources Sought – [Company Name].”
3. Include company name, address, UEI, and point of contact.

After submitting the signed NDA, request access to restricted documents in SAM.gov. The Government will verify your NDA and provide access to the following documents:

Response Instructions

Interested contractors should submit a brief response including the following:

1. Company Name, Address, and Unique Entity Identifier (UEI).
2. Point of Contact (Name, Email, Phone).
3. Capability Statement: Max 5 pages, 12-point font, 1-inch margins, detailing relevant project experience, handling of complex site constraints, and specialized mission capabilities.
4. Bonding Capacity Proof: Provide a letter from a Treasury-listed surety company stating the firm’s maximum single-project bonding limit and current available aggregate bonding limit.
5. Business Status: State small business size status and any applicable socio-economic categories (8(a), SDVOSB, HUBZone, etc.).
6. Industry Feedback: Briefly describe how using FAR Part 12 (commercial) procedures, supplemented by FAR Part 36, versus noncommercial procedures, would affect your quoting or bidding for this project. Also, provide any comments or suggestions on the draft evaluation criteria.
7. Submit responses as a single PDF to Kyle.R.Blake5.civ@mail.mil and Shanea.F.Butler.civ@mail.mil by Friday, June 26, 2026, 11:00 AM ET.

Industry Feedback Request

The Government is considering procuring this requirement using commercial item procedures (FAR Part 12). Interested parties are requested to provide feedback on how the use of Federal Acquisition Regulation (FAR) Part 12 procedures (Acquisition of Commercial Products and Commercial Services), supplemented by FAR Part 36 (Construction and Architect-Engineer Contracts), versus traditional noncommercial procedures, would affect your quoting, pricing, or bidding process for this project. Identify any impacts to cost, schedule, risk, or administrative burden, and whether your firm can offer commercial terms and practices for a project of this size and complexity. Also, interested parties are invited to provide comments, suggestions, or concerns regarding the draft evaluation criteria (Attachment A).

Please use Attachment B- Feedback Form to submit your feedback. Feedback will be used to inform the final solicitation and improve the acquisition process.
