The government is conducting market research through a Sources Sought Notice for the Metro Entrance Pedestrian Access Control Point (MEPACP) project at the Pentagon. This initiative involves constructing a new 18,400 square foot permanent screening facility to replace the existing employee entrance screening area, enhancing security operations and personnel flow in compliance with federal security mandates such as HSPD-12 and ISMP. The project will be delivered via a Design-Bid-Build method, under NAICS code 236220, with an estimated contract value ranging between $25 million and $100 million. Key challenges include working over the WMATA Metro tunnel, potential contaminated soil remediation, and strict site and security requirements, with a three-year warranty expected. Given the sensitive nature, all project documents are Controlled Unclassified Information (CUI), requiring a non-disclosure agreement for access. Interested contractors must demonstrate relevant experience managing complex, high-security construction projects, including the ability to work multiple shifts, onsite safety, traffic maintenance, and handling of delegated design tasks. Firms need a bonding capacity of at least $40 million for single projects and $200 million aggregate. Compliance with the Project Labor Agreement and ability to navigate the Pentagon’s secure environment are mandatory. The government is also seeking industry feedback on the potential use of FAR Part 12 commercial acquisition procedures and invites comments on draft evaluation criteria to inform procurement strategies. Responses, including company details, capability statements, bonding proof, business status, and feedback, are due by June 26, 2026, with all interactions coordinated through designated contracting officers. This notice is for planning purposes only and does not guarantee solicitation or contract award.
