The Centers for Disease Control and Prevention (CDC) plans to issue a sole source, firm fixed price purchase order to Public Health Foundation Enterprises, Inc., located in City of Industry, California, as the only known provider capable of performing specific laboratory testing services for the MMR2 project. This project is a long-term, twelve-year study focused on assessing the persistence of immunity in children following a second dose of the measles-mumps-rubella (MMR) vaccine. Since 1994, blood serum samples from study participants in Wisconsin have been periodically tested using gold standard methods in reference laboratories, with rubella and mumps antibody testing consistently conducted by the California State Laboratories. The contract will cover confirmatory testing on previously collected sera to resolve inconsistencies in results, as well as testing new serum samples drawn more recently. Due to the unique and continuous testing methodology required—using identical gold standard tests, testing environments, and immunity criteria—the CDC has determined that no other laboratory can provide these specialized services under the same conditions. Consequently, the contract will be awarded without competition, under the authority allowing sole source acquisitions for essential research capabilities provided by a nonprofit or federally funded research institution. The agency has invited interested parties to express their capability to fulfill the requirement, though this is not a request for competitive proposals. All contract inquiries are directed to the CDC’s Procurement Technician, Beth West.
