AI Contract Overview

The contract involves a collaboration between the National Institute of Standards and Technology (NIST) and the University of Colorado to conduct an experimental and theoretical study on the sympathetic cooling of trapped beryllium (Be+) and magnesium (Mg+) ions. This research is a critical element of NIST’s broader effort to develop a prototype trapped-ion quantum information processor under a contract with the National Security Agency and the Advanced Research Projects Agency. The work focuses on setting up multi-zone ion traps along with lasers and related equipment to facilitate laser cooling and quantum state manipulation. Key tasks include characterizing sympathetic cooling between the two ion species, investigating sympathetic re-cooling after ion transfer between trap zones, performing coherent quantum logic operations across zones, and validating experimental results against theoretical models. These objectives are to be pursued concurrently as part of the integrated quantum computation system. Performance of this work is scheduled for an initial one-year period with a potential six-month extension, and will be based at the NIST Boulder Laboratories. Dr. Murray Barrett from the University of Colorado has been identified as the prime investigator due to his specialized expertise in RF ion traps, single-frequency UV lasers, high-vacuum technology, and ion manipulation techniques. He also has significant experience specifically related to the Be+ and Mg+ ions involved in this research, including ten months of prior work on the relevant theory and experiments. This contract is intended to leverage his unique qualifications to advance the state of quantum information processing as part of NIST’s ongoing internal research program.

Full Description

In the absence of other qualified sources, it is the intent of the National Institute of Standards and Technology (NIST) of the Department of Commerce to acquire a combined experimental/theoretical investigation of the sympathetic cooling of trapped Be+ and Mg+ ions to support its work on trapped-ion quantum computation from the University of Colorado in Boulder, Colorado. The specific work described here is to carry out a key component of the division's contract with the National Security Agency/Advanced Research Projects Agency (NSA/ARDA) to build a prototype quantum information processor based on trapped ions. This project supports the broader NIST internally supported program in quantum information. The project is comprised of the following tasks: (1) Set up of ion traps, lasers and ancillary equipment for laser cooling and quantum state manipulation of beryllium (Be+) ions and magnesium (Mg+) ions that are trapped in multi-zone linear rf traps, (2) Characterize the sympathetic cooling of Be+ ions by Mg+ ions (and visa-versa) in a single trap, (3) Characterize the sympathetic re-cooling of one ion species by the other after one ion species has been transferred from one trapping zone to another, (4) Carry out coherent quantum logic operations between ions located in one trap zone with those located in another trap zone through ion transfer and sympathetic re-cooling after transfer and (5) Compare experimental results with theoretical predictions. The tasks described above need to be successfully completed in parallel with the other components of the quantum computation processor system. The period of performance is expected to consist of a basic one year contract and a 6-month option period. The place of performance will be the NIST Boulder Laboratories. Dr. Murray Barrett through the Physics Department at the University of Colorado is uniquely qualified to carry out this work in a timely fashion. He possesses the following required skills: experience with single-frequency CW UV laser sources, high-vacuum technology, and the operation of RF ion traps. He also has a background in trapping, laser-cooling, and quantum-state manipulation of beryllium and magnesium atomic ions and the construction of high-vacuum apparatus and laser systems required to work with these specific atomic species. Dr. Barrett has already spent 10 months working on the preliminary theory and experiments for Be+ and Mg+ sympathetic cooling. This notice may represent the only notice. See note 22.

Hawaii National Marine Sanctuary Vessel Charter Services
Solicitation # 26-3064
The National Oceanic and Atmospheric Administration is conducting market research via a Sources Sought Notice to identify small business sources for vessel charter services supporting the Office of National Marine Sanctuaries. The requirement focuses on resource protection and monitoring missions within the Northwestern Hawaiian Islands, specifically supporting the Papahānaumokuākea National Marine Sanctuary. The anticipated contract will be an Indefinite Delivery-Indefinite Quantity (IDIQ) vehicle with an ordering period from July 1, 2027, to June 30, 2032. Primary operations typically occur between May 1 and September 30, with August being the optimal window, though emergency response may occur outside these dates. The contractor will be responsible for transit to study locations, providing meals and berthing accommodations, and supporting research operations, including the launch and recovery of small boats. Key technical requirements include maintaining a valid Certificate of Inspection or USCG Letter of Designation, adhering to NOAA Small Boat Standards and Procedures, and ensuring the vessel is equipped with an OLE type-approved Vessel Monitoring System. Environmental compliance is critical, requiring external hull inspections for invasive species within 14 days of departure and rat-free certification within 48 hours. The effort falls under NAICS code 483114, with a small business size standard of 550 employees. Interested sources must submit a capability statement and rough order of magnitude estimate to the contracting specialist by November 17, 2026.
