Page 1 of 3 Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for a 12-month base period with Case Western Reserve University (CWRU). The requirement is for the design and fabrication of the required Intraocular Pressure (IOP) Measurement System.
Contract tasks with the associated deliverables: Material Procurement. Fabrication and Delivery of One Fully Operational Intraocular Pressure (IOP) Measurement System.
Case Western is an affiliate of the Louis Stokes Healthcare System. Case Western in not a manufacturer. Case Western and the VA are going to collaborate and design and fabricate a refined, next-generation Intraocular Pressure (IOP) measurement prototype in accordance with applicable specifications, computer-aided design (CAD) files, and engineering drawings. This includes one (1) fully functional IOP prototype capable of self-operation in a community-based setting. 
This procurement is being conducted IAW 41 USC §3304(a)(5) as implemented by RFO 6.103-5, Authorized or required by statute and VHAPM Part 813.106-1(b). This is because the Government asserts that Case Western Reserve University (CWRU), is the only contractor that can produce these specific services required by the Research and Development Service at the Louis Stokes Cleveland VA Medical Center (LSCVAMC).
