The Veterans Health Administration's Office of Research and Development, through its Regional Procurement Office East in Pittsburgh, PA, plans to enter into a sole source negotiation with the University of Miami for a service agreement to evaluate 6SHG/EM1 as a treatment for neuropathic pain resulting from spinal cord injury. The contract stems from previous research led by Dr. Floyd at the University of Miami, and continuation of this work with a different institution is deemed likely to compromise the integrity of the study’s data and conclusions. Consequently, this procurement is justified under federal regulations allowing for non-competitive contracting when only one responsible source is capable of providing the necessary services. This notice is not a solicitation for competitive proposals but invites any capable entity to submit a capability statement by March 28th, 2022. The evaluation aims to ensure the study can continue unimpeded and support the development of effective treatments for neuropathic pain. The contract number associated with this effort is 36C24E22Q0053, with Anthony LeAnder serving as the Contract Specialist point of contact. The purchase falls under the NAICS code 541715, reflecting research and development services, and the procurement will occur in accordance with the relevant federal and VA-specific acquisition guidelines for sole source contracts below the simplified acquisition threshold.

Full Description

The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with the University of Miami. The requirement is for the procurement of a service agreement for the evaluation of 6SHG/EM1 as a treatment for spinal cord injury-induced neuropathic pain. This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements; and VHAPM Part 806.3, Other Than Full and Open Competition less than SAT for Open Market Items. This is because the Government asserts that the University of Miami is the only contractor that can provide the required services without jeopardizing the results of the study. This study is a continuation of Dr. Floyd s previously conducted studies that were accomplished with the University of Miami. Completing the rest of the study with another institution would render the data incohesive and result in inconclusive data that would not accomplish the goals of the study to develop a treatment for neuropathic pain. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contract Specialist no later than Monday, March 28th, 2022, (2:00 PM, EST). Interest/capability statements may be sent by email to Anthony LeAnder at Anthony.leander@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
