Annual Confined Space Standby-Rescue Services 
The purpose of this Request for Proposal (RFP) is to solicit proposals, through a competitive process, for confined space standby rescue services during Permit-Required Confined Space (PRCS) entries performed by District personnel and/or its contractors and consultants on an on-call or an “as needed” basis.  
All services shall comply with applicable federal and Washington State regulations, including OSHA 29 CFR 1910.146 (Permit-Required Confined Spaces) and Washington Administrative Code (WAC) Chapter 296-809 (Confined Spaces). 
The City of Bellingham Plants Division utilizes a variety of tanks for different purposes, ranging from wastewater mixing to potable water storage. When these tanks are entered, it is often necessary for multiple personnel to work inside simultaneously. Due to the number of workers involved, as well as the size and configuration of many of these tanks, the use of individual tethered confined-space retrieval systems is often impractical and may hinder the safe and efficient completion of the work. 
The Plants Division typically performs around 10 tank-entry projects annually, although the actual number may vary from year to year depending on operational and maintenance needs. Some of these projects may require confined-space entry for one to three consecutive days. 
 The City invites all interested parties to respond to this RFP by submitting their electronic proposal. Interested parties may view the solicitation documents on the City of Bellingham website at https://cob.procureware.com/. Questions can be addressed to the Purchasing bids email at bids@cob.org  
The Purchasing Office at must receive the electronic bids proposals through the City Bid portal ‘’Procureware’’ https://cob.procureware.com/ no later than 11:00 AM on July 15, 2026. The Electronic sealed bids proposals will be opened and read after the 11:00 AM deadline. The City reserves the right to postpone making the award for a reasonable length of time, to reject all bids/quotes/proposals or parts of proposals as may be in the best interest of the City.
