The Government of Canada, through Defence Construction Canada, is issuing an advance procurement notice for Facilities Maintenance and Support Services in Northern Canada, covering approximately 100 buildings and associated infrastructure across Manitoba, the Northwest Territories, Yukon, and Nunavut, with a combined gross floor area of about 60,000 square meters. Services encompass both hard services—such as HVAC, electrical, plumbing, fire safety, elevators, and security systems—and soft services including janitorial, landscaping, snow and ice removal, hazardous waste management, and pest control, along with facility support functions like emergency response, asset advisory, and help desk operations. The work will be delivered under two separate contracts: one covering Manitoba, the Northwest Territories, and Yukon with an estimated value of $280 million, and another for Nunavut valued at $200 million, each with a five-year base term and two optional three-year extensions, potentially totaling eleven years. Service commencement is anticipated in winter 2028, pending project approval, with solicitation planned for winter 2026/2027. Contractors must hold or obtain a Facility Security Clearance at the Secret level prior to award, and those without existing clearance are strongly encouraged to begin the sponsorship process through Defence Construction Canada’s Industrial Security Program immediately. Sponsorship is discretionary and does not guarantee clearance approval, and applicants must submit their requests with the correct APN number and contract reference to initiate sponsorship. The Government is committed to creating opportunities for Indigenous businesses and communities through subcontracting, employment, and training, and participation in this program may involve engagement with Northern and Indigenous populations. All prospective bidders are advised that participation in the security clearance process carries financial and temporal risks entirely borne by the applicant, and no guarantees are made regarding timely clearance acquisition or contract award. Questions about sponsorship should be directed to the ISP contact details, while general inquiries regarding the notice should be directed to the designated coordinator. Final solicitation documents will be available on MERX, and fees may apply for access.

Solicitation # APN_NCR_Base Program (RP OPS & CFHA) - Northern Canada
Defence Construction Canada is issuing an Advance Procurement Notice to inform industry of upcoming contract opportunities related to Real Property Operations and Canadian Forces Housing Agency base programs in Northern Canada, excluding Nunavut. This notice is not a solicitation but a preliminary alert to allow contractors and consultants to evaluate their readiness and begin preparing for future competitive procurements, which may include construction, professional services, or maintenance work under mechanisms such as open tenders, source lists, standing offers, or the Open Construction Source List. Projects are anticipated in Yukon, the Northwest Territories, and northern provincial regions and involve critical defence infrastructure, including airfields, accommodation facilities, fuel systems, and utilities designed for extreme climates and remote operations. Some contracts may require security clearances, and interested parties are strongly encouraged to initiate the Industrial Security Program sponsorship process through Defence Construction Canada to obtain necessary clearances prior to bidding, as eligibility for award is contingent on holding the required clearances at the time of contract award. The sponsorship process is discretionary and offered as support, not a guarantee, with applicants required to submit detailed requests quoting the APN number, contract references, and requested clearance levels. Defence Construction Canada will assist with internal sponsorship packages but has no control over the outcome, as final clearance decisions rest with Public Services and Procurement Canada’s Contract Security Program. There is no assurance that any solicitations will be issued or that clearances will be granted within expected timelines, nor is there any commitment to award contracts. Certain opportunities may be reserved for Indigenous businesses under the Procurement Strategy for Indigenous Business. Bidders must obtain documents via MERX or CanadaBuys, and all applications, fees, and risks associated with security clearance processing are the sole responsibility of the bidder. APN - NORAD Northern Basing Infrastructure (NNBI), NWT
Solicitation # APN_PR24NNBI_NWT
The Department of National Defence, through Defence Construction Canada, is advancing infrastructure development at the Forward Operating Locations in Inuvik and Yellowknife to support NORAD modernization and continental defence objectives. This initiative involves significant investments in airfield enhancements, hangars, fuel storage, ammunition compounds, accommodations, multi-purpose facilities, and robust IT, cyber, and logistics infrastructure, with preliminary estimates totaling over $5 billion per site. The procurement will be executed through Modified Design-Build contracts, one per location, with Inuvik scheduled for summer 2026 and Yellowknife for winter 2026/2027, contingent on government approval. The contracts will involve sequential and concurrent phases including requirements validation, design, and construction, with an emphasis on northern-specific challenges such as climate, logistics, and constructability. Proponents must demonstrate extensive experience in northern environments, integrated design and construction capabilities, and a commitment to meaningful Indigenous participation through the development of an Indigenous Benefits Plan covering subcontracting, employment, and training. To be eligible for contract award, proponents must hold an active Facility Security Clearance at the SECRET level prior to award. Defence Construction Canada is offering early sponsorship under its Industrial Security Program to assist potential bidders in initiating the security clearance process, though no guarantees are provided regarding approval or timing. Interested parties must submit a sponsorship request to DCC quoting the APN number PR24NNBI and clearly indicating the required clearance level, with applications processed at DCC’s discretion before the formal RFP release. The government underscores its commitment to reconciliation by mandating Indigenous engagement as a core component of contract delivery. All proposals will be evaluated not only on technical merit and northern expertise but also on the quality of proposed methodologies for working in remote Arctic conditions and Indigenous inclusion strategies. A formal interview will assess team capability, and the contract allows for self-performed work by the design-build team. The notice is not a solicitation for bids but a proactive step to enable early preparation for future competition, with full RFP details to be published later on MERX, subject to change and finalization upon release.

APN - NORAD Northern Basing Infrastructure (NNBI), Nunavut
Solicitation # APN_NP26IQ01_87007
Defence Construction Canada is issuing an Advance Procurement Notice for a major infrastructure project at the Forward Operating Location in Iqaluit, Nunavut, under the NORAD Northern Basing Infrastructure initiative, aimed at enhancing Canada’s northern defence and aerospace capabilities. The project involves a Modified Design-Build contract with an estimated value exceeding $5 billion and encompasses a comprehensive range of infrastructure components including airfield improvements, hangars totalling approximately 7,500 square metres, fuel storage of 500,000 to 750,000 litres, ammunition compounds, accommodations for 4,000 square metres, multi-purpose facilities, fire hall, indoor storage, aprons, and extensive asphalt surfaces, alongside robust IT, cyber, and logistics infrastructure. The contract will proceed through sequential and concurrent phases of requirements validation, design, and construction, with a projected solicitation and award anticipated in Winter/Spring 2027, contingent on Department of National Defence approval. Eligibility for the contract requires participants to possess or obtain a SECRET-level Facility Security Clearance, with Defence Construction Canada offering early sponsorship through its Industrial Security Program to assist potential bidders in initiating the clearance process. Design-build teams must demonstrate proven experience in northern construction, integrate design and construction capabilities within a single entity, and include key personnel with northern operational knowledge. Proposals will be assessed on technical capability, logistical planning for extreme climates, constructability in remote regions, and a comprehensive Indigenous Benefits Plan ensuring meaningful participation, employment, training, and subcontracting opportunities for Indigenous communities. Bidders must submit sponsorship requests through DCC’s portal and comply with strict security application timelines, understanding that clearance approval rests solely with Public Services and Procurement Canada’s Contract Security Program and is neither guaranteed nor timed. While no binding commitment is made by this notice, it serves as a critical preparatory step for qualified firms to align their capabilities, secure clearances, and prepare competitive submissions ahead of the anticipated RFP release.

Open Construction Source List for Northern Canada
Solicitation # NR26SLNO_86070
Defence Construction Canada (DCC) is inviting contractors and suppliers to apply for placement on an Open Construction Source List (OCSL) for construction projects across Northern Canada, including locations such as Yellowknife, Inuvik, and the North Warning System sites in the Northwest Territories and Yukon, excluding Nunavut and Goose Bay. The OCSL covers commercial, residential, industrial, institutional, and civil construction work with contract values up to $10 million. This source list will be active for three fiscal years, from April 1, 2026, to March 31, 2029. Interested parties can apply at any time but are encouraged to submit their applications by March 4, 2026, with processing taking up to ten business days. Applicants must submit their requests electronically via MERX and select their preferred official language, which will be used consistently for all tender and contract communications throughout the duration of the OCSL. Previous OCSL members must re-apply to remain eligible. Contractors on the OCSL will be electronically invited to bid on relevant tenders through MERX and may be required to attend site meetings before tender closings. Bids will only be accepted from contractors registered on the OCSL, and any name changes must be updated with DCC and MERX to avoid non-compliance. DCC retains discretion to maintain existing or create new source lists for specific services outside this OCSL and may impose additional pre-qualification or security requirements on tenders, which could include Designated Organization Screening or Facility Security Clearance at the SECRET level. Tenders may also be set aside for Indigenous businesses in accordance with federal procurement strategies, requiring proper registrations and potential subcontracting commitments. Contractor performance is monitored, with poor evaluations potentially leading to removal from the OCSL. All contracts adhere to DCC’s Procurement Code of Conduct, and any firms suspended or declared ineligible by Public Services and Procurement Canada may be excluded. Security clearances, Indigenous participation, and performance standards are important aspects of compliance. Questions or requests regarding the OCSL can be directed to the contracting authority André Champagne.

Open Construction Source List for Ottawa and Gatineau
Solicitation # CR26SLWA_86073
Defence Construction Canada (DCC) is inviting contractors and suppliers to apply for inclusion on an Open Construction Source List (OCSL) for various types of construction work—including commercial, residential, industrial, institutional, and civil projects—within the National Capital Region (Ottawa and Gatineau) for the fiscal years spanning April 1, 2026, to March 31, 2029. Interested parties can request placement on the OCSL at any time but are encouraged to submit their applications by March 4, 2026. Applications must be submitted electronically through MERX, specifying the preferred official language (English or French), which will be used for all subsequent tenders and communications throughout the duration of the OCSL. Contractors previously on the list must reapply, and electronic bids require an active MERX account. The OCSL will be used for tendering construction projects valued up to $10 million, with invited contractors receiving electronic invitations to bid. Site meetings may be required at DCC’s discretion prior to tender closings. DCC retains the right to maintain other source lists and may impose additional pre-qualification criteria for specific tenders or tender certain opportunities openly to increase competition. Certain contracts may be reserved or include subcontracting requirements for Indigenous businesses registered with Indigenous Services Canada, with stringent compliance needed for joint ventures and Indigenous Benefits Plans. Contractors are subject to performance evaluations and removal from the list if standards are not met, and must adhere to DCC’s Procurement Code of Conduct and eligibility rules, including security clearance requirements that may range from Designated Organization Screening to secret-level Facility Security Clearances. Advance Procurement Notices may be issued for projects with anticipated security requirements to facilitate contractor preparation. DCC reserves the right to reject non-compliant applications and to request clarifications during the evaluation process. By applying, firms consent to the public release of their name, address, and OCSL status. Questions and requests for removal from the OCSL can be directed to the designated contracting authority.
