ARC Boat Company Demonstration Project Agreement - Zero-Emission Tugboat Retrofit, Demonstration and Installation of Charging Infrastructure

The Technology Advancement Program Demonstration Project Agreement between the Port of Long Beach and Arc Boat Company focuses on the conversion of the Harbor Sentinel, a diesel commercial tugboat, into a zero-emission battery electric propulsion vessel. The project includes the installation of necessary charging infrastructure and supporting equipment at the Pacific Maritime Group facility located at Pier C in Long Beach, California. With a total value not to exceed 1,375,000 dollars, the agreement is set to conclude on November 30, 2027. The scope of work requires Arc Boat Company to collect and analyze performance, operation, and charging data, providing quarterly updates throughout the process. Following a 12-month demonstration period, a final report must be submitted detailing performance results, emissions reductions, project accomplishments, and lessons learned to establish a business case for future commercialization. The project is exempt from further environmental review under CEQA Sections 15303, 15306, and 15262. Administrative oversight is managed by the City of Long Beach Harbor Department Environmental Planning Division.
