ASPEN VIII & IX MINING USE PERMIT AMENDMENT PROJECT

The Aspen VIII and IX Mining Use Permit Amendment Project, identified by control number PLNP2024-00068, authorizes Teichert Materials to expand aggregate mining operations by 245.6 acres in Sacramento County. This expansion includes 63.26 acres in the Aspen VIII area and 182.38 acres in the Aspen IX area. A critical component of the project is the construction of a conveyor bridge crossing at Elder Creek, executed under California Department of Fish and Wildlife Streambed Alteration Agreement SAC-63545-R2, to transport sand and gravel to the Perkins processing facility. The project also includes a new site access point along Knox Road and requires the land to be reclaimed as open space grassland by late 2047 or 2048. Mining operations are scheduled to occur in two phases, beginning with Aspen VIII in 2026 and followed by Aspen IX in 2030, with total mining activities concluding by 2043. Operations are limited to 240 days per year, with specific daily hours from Monday through Saturday and no activity permitted on Sundays or holidays. The project has undergone extensive environmental review via a Supplemental Environmental Impact Report, identifying impacts on air quality, biological resources, and agricultural land. Compliance is monitored by several agencies, including the Sacramento Metropolitan Air Quality Management District and the Regional Water Quality Control Board, with specific safety requirements for work near SMUD facilities.
