ASPEN VIII & IX MINING USE PERMIT AMENDMENT PROJECT

The Aspen VIII and IX Mining Use Permit Amendment project, identified by control number PLNP2024-00068, involves the expansion of aggregate material mining by Teichert Materials in Sacramento County. The project expands mining operations by 245.6 acres, consisting of 63.26 acres in the Aspen VIII area and 182.38 acres in the Aspen IX area. Key infrastructure includes a new site access point on Knox Road and the construction of a conveyor belt crossing at Elder Creek, authorized under Streambed Alteration Agreement SAC-63545-R2 by the California Department of Fish and Wildlife, to transport materials to the Perkins processing facility. Mining operations are scheduled to occur from 2026 to 2043, with Phase 1 starting in 2026 and Phase 2 beginning in 2030. The site must be reclaimed to open space grassland by December 31, 2047. Operations are limited to 240 days per year, with specific daily hours from 6:00 a.m. to 9:00 p.m. on weekdays and 7:00 a.m. to 3:00 p.m. on Saturdays, with no activity permitted on Sundays or holidays.
