R699--MEDICAL TRANSCRIPTION SERVICE
Solicitation # 36C26226Q1138
Solicitation 36C26226Q1138 is a request for proposals from the Department of Veterans Affairs, Network Contracting Office 22, for off-site medical transcription services. This requirement is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The contractor will provide all necessary personnel, equipment, and software to deliver 24/7/365 remote transcription and verification services, including a contractor-furnished dictation system with VistA integration. Per Amendment 0002, the scope of work is specifically limited to facilities in Phoenix, Tucson, and Albuquerque, and all work must be performed within the United States. The period of performance is from November 1, 2026, to October 31, 2027, with subsequent option years. The government will award a firm-fixed-price contract based on the most advantageous offer, evaluating technical approach and price through a comparative method rather than lowest price technically acceptable procedures. A critical requirement is that billing and payment must be based on Visible Black Characters (VBC), as per-line pricing is strictly prohibited. Quality is monitored through monthly random sampling, with significant errors or upload failures resulting in a 50 percent payment reduction for the affected reports. Offerors must submit redacted and unredacted technical proposals and price schedules by October 23, 2026, at 1:00 PM PST. Compliance with HIPAA, the Privacy Act of 1974, and FISMA is mandatory, and contractors must execute a Business Associate Agreement with each participating site.

27-08:Digital Scanning Services
Solicitation # 27-08
The Bossier Parish School Board (BPSB) in Louisiana is soliciting proposals under RFP 27-08 for a comprehensive, end-to-end digital scanning and conversion solution. The objective is to establish a scalable and repeatable approach for converting various record types and formats across multiple district departments into a digital format. Because BPSB currently lacks an Integrated Electronic Document Management System (IEDMS), the selected vendor must propose a solution for storing and indexing these records, with an initial expected user base of 25 to 50 personnel from IT, HR, Finance, and Special Education. The scope includes the retrieval of records from various locations, with the option for off-site scanning, and the eventual return or disposal of physical records in coordination with the State of Louisiana. The contract will be awarded to the vendor that best meets the district's needs based on a scoring process, with the highest-scoring proposal presented to the BPSB School Board for final award. Vendors must certify compliance with FERPA and HIPAA security and confidentiality standards and provide a detailed integration and timeline plan. While no specific budget or quantity of records has been established, vendors are required to describe their recommended approaches for OCR accuracy, indexing, and cybersecurity. Proposals must be submitted by October 27, 2026, via Bid Express or through physical delivery to the Central Office in Benton, Louisiana, including a signed original, three copies, and an electronic version on a jump drive.

Pursuant to 13.106-1(b), the Federal Highway Administration intends to negotiate a sole source purchase order with Gordon Proctor and Associates, Inc. to update the Regulatory Impact Analysis. The purpose of this project is to update a document Gordon Proctor and Associates, Inc. originally drafted in a previous purchase order under stringent time constraints. To accomplish this objective, Gordon Proctor and Associates, Inc. has previously obtained higher level approval, possesses the necessary knowledge and experience, and is already familiar with the original draft. A new contractor would require a significant amount of time to obtain the necessary approval and be brought up to date on the original work. The draft rules are also restrictive and meant to limit outside exposure as much as possible. Gordon Proctor and Associates, Inc. limits this exposure since they are already familiar with the original documentation. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received by COB July 18, 2014. All questions concerning this matter should be addressed directly to Orlando Whitaker at orlando.whitaker@dot.gov.
