The contract requires fully equipped buses with functioning restrooms, climate control, secure under-bus storage, Wi-Fi, and compliance with national accessibility standards and DOT/FHWA regulations. All vehicles must be maintained in excellent condition, with complete and accessible records available for inspection within ten working days of request; failure to produce these records results in immediate contract termination. Drivers must hold valid commercial licenses, pass background checks with no driving offenses, speak, read, and write English fluently, remain with the bus throughout trips, provide 24/7 availability and a backup contact, and are strictly prohibited from smoking or operating under the influence. Minnesota State will provide lodging for drivers on overnight trips, but the vendor is responsible for all costs related to breakdowns, mechanical failures, towing, or replacement transportation to ensure teams arrive at scheduled events. The annual budget is capped at $100,000, inclusive of all services, with rates structured by passenger capacity—including 23-29, 38, 47, and 50-56 passenger models—with minimum flat rates followed by per-hour or per-mile charges. Proposals must include a detailed work plan, verified qualifications of personnel, demonstrable experience with similar services, and a completed trip quote form. Evaluation is weighted heavily toward adherence to terms (30%), work plan quality (20%), qualifications (15%), and completeness (10%), with cost/value accounting for 25%, emphasizing best value over lowest price. The contract term is three years, extendable to five years only with Vice Chancellor-CFO approval, and must be signed by a specified date or Minnesota State may pursue alternative vendors. All submissions must be made exclusively through the Minnesota State e-procurement system by June 15, 2026; hard copies or emails will be rejected. The vendor must also submit required certifications including an affidavit of non-collusion, affirmative action declaration, Supplier Diversity Form if applicable, and a valid UEI or CAGE code, while disclosing any organizational conflicts of interest.
