Automated Teller Machine (ATM) Concession Services

The City of Houston is soliciting proposals under RFP-2026-0016 for a qualified concessionaire to install, operate, and maintain fourteen Automated Teller Machine locations over a maximum term of five years. The service areas include eight locations at George Bush Intercontinental Airport, four at William P. Hobby Airport, one at the Consolidated Rental Car Facility, and one at the City Hall Annex. The contract utilizes a percentage-of-gross-revenue concession model, with a specific requirement that out-of-network surcharge fees not exceed 4.00 dollars. Proposals are due by October 22, 2026, and will be evaluated based on financial compensation to the city, management and operations plans, customer service quality, and the proposer's background and experience, with additional points awarded for local business designations. Technical requirements mandate the use of current manufacturer model year hardware with a minimum 95 percent uptime service level agreement. All machines must be ADA compliant, feature bilingual screens in English and Spanish, and support major credit and debit issuers including Visa, MasterCard, Discover, and American Express. Connectivity must be established through at least one national and one regional network. Selected vendors must adhere to Houston Friendly customer service standards and comply with various city ordinances, including the Equal Employment Opportunity Ordinance, the Pay or Play program, and drug-free workplace requirements. Financial stability is a pass/fail criterion, and the winning contractor must provide a performance bond equal to 50 percent of the projected first-year revenue.
