The study was publicly announced on September 30, 2005, and culminated on February 10, 2006, with the U.S. Customs and Border Protection’s Source Selection Authority certifying the streamlined competition form, confirming the completion of the assessment. This streamlined competition follows the revised OMB Circular A-76 guidelines effective from May 29, 2003, which prohibits any contesting of the competition’s outcome. Transparency is maintained as a copy of the study documentation will be made available upon written request to the Contracting Officer. Only directly interested parties, defined as the Agency Tender Official and an individual selected by a majority of affected employees, may engage with the Contracting Officer for inquiries.
