Ballot Printing and Absentee Ballot Printing and Mailing Services (Annual Contract with 4 Options to Renew)

The County of DeKalb, GA is soliciting sealed bids for an annual contract to provide External Ballot Printing and Absentee Ballot Packet Mailing Services, with four optional one-year renewal periods, under solicitation number 2026-065-ITB. Bids must be submitted exclusively through the County’s eProcurement Portal by 3:00 p.m. on July 2, 2026, and late submissions will not be accepted. The work includes printing emergency and provisional ballots on Sub 80lb Dominion ImageCast VoteSecure IR security paper with a 1-inch perforated stub, organizing ballots in alphabetical order and shrink-wrapping them by precinct, and producing and mailing complete absentee ballot packets to voters containing the appropriate precinct ballot, three envelopes, one ballot card, and one instruction sheet. All absentee ballot packets must include oath envelopes compliant with Georgia law O.C.G.A. § 21-2-384(b), and ballot components must display Party, Ballot Style number, Card number, and Precinct in the top right corner. Ballots must be delivered shrink-wrapped and properly numbered to the DeKalb County Voter Registration & Elections Warehouse at 4380 Memorial Drive, Suite 300, Decatur, GA 30032, and mailing services must adhere to Georgia election law for packaging, postage, and tracking. The contractor must be a State of Georgia qualified Liberty Vote ImageCast© ballot printer and comply with all applicable federal labor standards under the Davis-Bacon Act, including payment of prevailing wages, adherence to 29 CFR parts 1, 3, and 5, and inclusion of required clauses in all subcontracts. Performance and Payment Bonds are mandatory, and the contractor must maintain a minimum of 20% Local Small Business Enterprise (LSBE) participation, attend a mandatory LSBE meeting, and comply with the First Source Jobs Ordinance by making a good faith effort to hire 50% of workers through the First Source Registry.
