To qualify for this solicitation, bidders must be the original equipment manufacturer, an authorized dealer, approved reseller, subcontractor, or agent formally authorized by the OEM, and must provide the best available price, warranty terms, and lead time for all listed big bus parts. The Orange County Transportation Authority will award contracts to the lowest responsive and responsible bidder with existing inventory, and awards may be split among multiple vendors based on overall benefit to OCTA, with superior warranty terms potentially influencing the selection. All pricing must include freight and delivery costs, and bidders must clearly state the manufacturer’s name and complete the warranty section, including checking the start of warranty box. Brand names and model numbers listed are for identification purposes only, and failure to include them will render the bid non-responsive. Substitutions are permitted only if the product has been pre-approved by OCTA as an equal, requiring submission of comprehensive technical data via the Approved Equal Form, with the bidder bearing the full burden of proving compatibility, substitutability, and equivalence at no cost to OCTA. OCTA retains sole authority to determine whether any alternate meets requirements. Bidders must also provide a pass-through warranty from the original manufacturer or supplier in addition to their own, and remain fully responsible for both. OCTA reserves the right to verify dealer or distributor authorization, and failure to meet warranty obligations will result in returned goods at the bidder’s expense. Upon award, an emailed purchase order will be issued, and vendors must confirm receipt within twenty-four hours. Strict adherence to guaranteed delivery dates is mandatory, and failure to meet deadlines may lead to order cancellation and re-procurement charges.
