Boilers Preventive Maintenance Services

The U.S. Embassy in Mexico City is seeking a contractor to provide comprehensive preventive maintenance services for its building’s electrical, gas, and diesel boilers under a firm-fixed-price contract with a base year and two optional one-year extension periods, for a maximum total duration of four years. The solicitation, identified as 19MX5326Q0026, is structured as a lowest priced technically acceptable (LPTA) procurement, meaning awards will be made to the lowest-priced offeror who meets all mandatory technical requirements without negotiation. To be considered, offerors must be registered in the System for Award Management (SAM) with an active Unique Entity Identifier and must comply with all annual representations and certifications; unregistered entities will be deemed non-responsive. Proposals must be electronically submitted by June 10, 2026, at 13:00 Mexico City time and must include signed documentation demonstrating compliance with all pass/fail gates, including a valid REPSE registration in Mexico for boiler and combustion system maintenance, an organizational chart showing qualified technicians and supervisors, written procedures for combustion analysis, burner safety verification, water treatment, and low water cut-off testing, proof of calibrated tools including combustion analyzers and gas leak detectors, and a completed Safety Plan (Attachment G) that meets or exceeds the most restrictive standard between U.S. Army Corps of Engineers EM 385-1-1 and Mexican labor safety laws. Subcontracting must be disclosed or the offeror must submit a signed letter of self-performance. The contractor is required to perform annual preventive maintenance on four natural gas condensing boilers and two diesel-fired water tube boilers, adhering strictly to manufacturer maintenance manuals outlined in Attachment B and providing detailed written reports in English to the Post Facilities Manager after each service. All work must be conducted within Ciudad de México, and personnel will not be issued building keys; access is granted only under the supervision of a cleared American escort. Invoicing must be submitted electronically through the ILMS Vendor Portal within ten calendar days after service completion and must include the contractor’s RFC, UEI, full legal name, period of performance, invoice number, account number, IVA breakdown, amounts in numerals and words, and a signed Maintenance Checklist. Payment will be made via Electronic Funds Transfer within 30 days of receipt of a compliant invoice. The contractor is solely responsible for quality control and management, while the Government monitors performance through quality assurance, with a threshold that no more than one customer complaint may be received per
