Bridge Elementary- Food Service Management

The contract for Food Service Management at Bridge Elementary, solicited under RA26-156, seeks a qualified Food Service Management Company to operate the school’s meal program for the 2026–2027 academic year, with potential for up to four one-year renewals. The contract is fixed price, governed by Utah state law, and aligned with federal child nutrition regulations including Title 7 CFR Parts 210, 215, 220, 225, and 226, requiring full compliance with HACCP food safety standards, USDA commodity handling, and civil rights protections under Titles VI and IX and the ADA. The evaluation process is based on a weighted scoring system totaling a minimum of 100 points, with cost accounting for 30 or more points as the most heavily weighted factor, followed by service capability, personnel management, quality assurance, years of experience in child nutrition programs, and student and staff engagement. All proposals must meet strict pass/fail gates regarding completeness, responsiveness, and timeliness, and must include mandatory certifications including debarment and suspension status, lobbying compliance, independent price determination, and personnel relationship disclosures. The FSMC must maintain comprehensive general liability insurance of at least $1,000,000 per incident, worker’s compensation, and vehicle insurance, and must adhere to Buy American provisions, environmental standards, and energy efficiency mandates. Payment is made monthly on a per-meal reimbursement model, with invoices required to be itemized by meal type and include credits for USDA commodities, submitted no later than the 15th day of the following month and verified by participation reports due by the 5th working day. The FSMC is obligated to maintain all records on-site for audit by the SFA, USBE, USDA, or Auditor General, and must submit monthly financial reconciliations against projected costs.
