The contract requires the provision of routine trash refuse removal services across Millerton Lake State Recreation Area, covering both the North Shore in Madera County and the South Shore in Fresno County. The contractor must supply all labor, equipment, vehicles, and materials necessary to collect and haul waste from predetermined container locations as mapped in Exhibit A, Attachment 2, and dispose of it in compliance with state regulations. Services must be performed on a scheduled basis, including on legal holidays, with additional roll-off dumpsters provided during high-use periods such as Labor Day, Fourth of July, Memorial Day, and Easter. The contractor is responsible for maintaining dumpsters in good working condition, including repairing or replacing lids and wheels, and must verify all organic waste disposal by submitting receipts showing delivery dates and weights to authorized processors. Direct disposal of food or organic waste at landfills may result in contract termination. The contract has a three-year performance period beginning September 1, 2026, or upon approval by the Department of Parks and Recreation, ending August 31, 2029, or three years after approval, whichever is later. The maximum contract value is capped at $125,000, with payment based on actual expenditures incurred at rates specified in the bid proposal, invoiced with the agreement number and identification of Natural Resources dumpsters as “NR.” Payment is governed by Government Code Chapter 4.5, Section 927, and a final invoice must be submitted within 90 days of contract expiration.
