Calaveras County 2025 Regional Transportation Plan

The Calaveras County 2025 Regional Transportation Plan (RTP) is a long-range planning initiative led by the Calaveras Council of Governments (CCOG) to establish a 20-year vision for transportation capital improvement projects through 2045. The plan focuses on creating a balanced, financially constrained transportation system covering roadway maintenance, active transportation, transit, aviation, goods movement, and multimodal network improvements. Key deliverables include the comprehensive RTP, which serves as a guide for federal, state, and local funding, and the Regional Transportation Improvement Program (RTIP), which details the specific projects planned for the first five years. Projects within the plan are categorized as short-range (0-10 years) or long-range (11-20 years). The project is subject to the California Environmental Quality Act (CEQA) and was supported by an Initial Study and Mitigated Negative Declaration to ensure no significant environmental impacts. The plan underwent a public review period from September 26 to October 27, 2025, and received technical feedback from the California Department of Transportation (Caltrans) and the California Department of Fish and Wildlife regarding biological resources and infrastructure safety. The CCOG officially certified the project's approval on December 3, 2025, with a final Notice of Determination signed on December 5, 2025. The plan is designed to be consistent with the general plans of Calaveras County and the City of Angels and must be submitted to the California Transportation Commission every five years.
