AI Contract Overview

The U.S. Coast Guard is conducting market research to identify qualified sources capable of performing a full center section overhaul on the Opposed Piston #2 Main Diesel Engine manufactured by Fairbanks Morse Defense, onboard the USCGC MORRO BAY. This requirement is targeted under an Indefinite Quantity Contract with the NAICS code 336611 and a size standard of 1,300 employees. The government has determined that Fairbanks Morse Defense, as the original equipment manufacturer, is the only responsible source due to proprietary system interfaces and technical exclusivity under 10 USC 2304(a)(1) and FAR 6.302-1, but is seeking input to confirm whether any other entities possess the capability to meet the requirement. Potential contractors must demonstrate at least six years of direct experience on this specific engine system and provide verifiable evidence of access to Fairbanks Morse Defense’s proprietary components, such as signed agreements, licensing arrangements, or certification of trained technicians. All responses must include a formal statement of intent to submit a bid as a prime contractor and supporting documentation. Companies interested in responding must submit their information by 1:00 PM EST on July 6, 2026, to the designated point of contact via email. Required submission details include the company’s name, address, Unique Entity ID, point of contact information, business size classification under the NAICS code, and certification documentation if claiming small business status such as 8(a), HUBZone, SDVOSBC, VOSBC, EDWOSB, or WOSBC. Large business concerns are also eligible to respond but must still satisfy all technical and experiential qualifications. Failure to provide proof of access to proprietary components or insufficient experience will disqualify a response. The Coast Guard will use all received information solely for market research purposes to support procurement planning and will not be obligated to award a contract based on submissions. No compensation will be provided for responses, and no claims can be filed against the government as a result of this notice.
