The contract involves the Fleet Logistics Center Norfolk's Philadelphia Office seeking to acquire Employee Assistance Services to support the Department of the Navy and Air Force. This acquisition, covering an ordering period from October 1, 2020, through March 31, 2021, with an option for an additional six months through September 2021, will be conducted on a sole source basis due to the need to maintain continuity of services during an ongoing transition. Magellan Healthcare, Inc. is the sole identified provider capable of delivering these services within the required timeframe, and the Government intends to negotiate exclusively with them under statutory authority that bypasses full and open competition. The contract is not a competitive solicitation but rather a notice of intent to award to Magellan Healthcare, Inc., with the Government open to receiving information from other interested parties by the specified response date, though it is not a formal request for proposals. This arrangement is temporary, pending a broader competitive solicitation managed by Washington Headquarters Services expected to occur in July 2020 for a Department of Defense-wide Employee Assistance Program. The contract falls under NAICS code 541612, and communications regarding the requirement are directed to the designated Navy contact.
