Commercial Custodial Services

The Commonwealth of Virginia Department of General Services is soliciting proposals for commercial custodial services at multiple state buildings and parking facilities within the Capital Square Complex in downtown Richmond. This set-aside solicitation is prioritized for DSBSD-certified micro and small businesses, including women-owned and minority-owned enterprises. The scope of work requires the contractor to provide all labor, supervision, equipment, and materials to maintain various facilities, including the James Madison, Jefferson, and 400 East Cary buildings, as well as numerous parking lots. Services must meet or exceed Association of Physical Plant Administrators Level 2 Ordinary Tidiness standards, with specific requirements for day porter services at several locations and strict timelines for correcting safety issues within one hour and general deficiencies within 24 hours. Proposals are due by October 29, 2026, and must include a detailed methodology, experience narrative, and a pricing schedule. Evaluation is based on methodology and approach, qualifications, SWaM participation, and price, though price is not the sole determining factor. The contract includes an initial two-year term with renewal options. Awarded contractors must provide Safety Data Sheets for all chemicals used, maintain appropriate security clearances for personnel, and adhere to strict monthly invoicing procedures in PDF format. A mandatory preproposal conference and site visit were required for submission eligibility.
