Rowan-Cabarrus Community College is seeking qualified firms to provide Commissioning Agent (Cx) and Retro-Commissioning Agent (RCx) services for small, miscellaneous projects under $500,000 on a routine or as-needed basis, with an annual fee cap of $150,000 and no single project exceeding $36,000. The contract, solicited under number 121-060226DC-CRx, has a one-year base term with the possibility of a one-year extension, and services will be delivered across Rowan and Cabarrus Counties in North Carolina. Applicants must be registered in the North Carolina Electronic Vendor Portal and hold active professional licensing from the State of North Carolina for any architectural, engineering, or landscape architectural services offered. Awards will be made to up to two firms based on a weighted evaluation that prioritizes expertise in Cx and RCx (25%), understanding of integrated design and standards like WELL and ADA compliance (20%), mastery of the North Carolina Energy Efficiency Code and State Construction Manual (10%), technical capabilities including mechanical testing, BIM, and life-cycle costing (10%), familiarity with the College’s Facilities Design Manual (10%), proposed team qualifications (10%), proposal quality (10%), and local familiarity with the service area (5%). HUB-certified proposers may receive up to two additional points, with one point for certification and up to one half-point per HUB-certified subconsultant. The selected firms will perform comprehensive commissioning across all project phases—from design review and construction oversight to functional testing, training, documentation, and post-occupancy evaluation—ensuring compliance with ASHRAE Guideline 0-2005 and State Construction Office requirements. Retro-commissioning will focus on existing facilities with an emphasis on low-cost/no-cost improvements, utility baselines, and ongoing verification plans.
