Community Safety Element, Open Space and Conservation Element, and Circulation Element Update

The City of Atherton is updating its Community Safety Element, Open Space and Conservation Element, and Circulation Element to strengthen emergency preparedness and resilience against a range of natural and climate-related hazards, including seismic and soil risks, flooding, dam failure, fire, drought, extreme heat, and human health impacts tied to climate change. These updates are grounded in an Existing Conditions Background Report and a Climate Change Vulnerability Assessment, both of which will be incorporated as appendices to the General Plan to ensure that safety-related policies are informed by current scientific and environmental data. The primary focus is on aligning the Community Safety Element with State law under California Government Code Sections 65302(g) and 65302.15, ensuring consistency and legal compliance across all relevant safety topics. Limited but targeted revisions are also being made to the Open Space and Conservation Element and the Circulation Element to incorporate critical safety considerations such as stormwater infrastructure management, protection of open spaces that serve as buffers or evacuation corridors, and enhancement of evacuation routes. These interrelated updates ensure that the town’s planning framework responds holistically to emerging threats while maintaining compatibility with state requirements. The work is being spearheaded by the Town Planner, Brittany Bendix, and is part of a broader effort to safeguard public welfare through proactive, evidence-based land use and emergency planning in Atherton, California.
