The City of Morgan Hill is pursuing the annexation of four distinct parcels in unincorporated Santa Clara County to expand public recreational facilities and enable future residential development, while aligning land use designations with municipal planning goals. The project is divided into two primary annexation efforts: the City Parks Annexation, which incorporates the Butterfield Sports Park Expansion, Condit Sports Facilities Expansion, and APN 825-06-022, and the Rose Orchard Court Annexation. The City Parks Annexation seeks to bring under municipal jurisdiction parcels currently adjacent to existing or planned city parks, enabling the expansion of the Butterfield Sports Park and the Morgan Hill Outdoor Sports Center and Aquatic Center. These sites will be replanned with a Public Facilities land use designation and zoning, ensuring alignment with the city’s General Plan and facilitating enhanced public recreation infrastructure. Additionally, the annexation includes the incorporation of a segment of Murphy Avenue adjacent to the Condit site to support proper access and utility services. APN 825-06-022, though annexed, will retain its existing Residential Attached Low designation and zoning to preserve ongoing residential use without new development. The Rose Orchard Court Annexation proposes the inclusion of a residentially zoned parcel for the development of four single-family homes on approximately one-acre lots under a Residential Estate designation, with a mandatory conservation effort to dedicate or restrict approximately ten acres of adjacent hillside land as open space through agreement with the Open Space Authority or Santa Clara Valley Habitat Agency, preserving ecological connectivity to El Toro Mountain. The project’s planning timeline includes demolition activities from January to March 2026 and building construction extending through June 2029, with all development subject to compliance with CEQA, local stormwater ordinances, air quality regulations from the Bay Area Air Quality Management District, and fire safety requirements for High Fire Hazard Severity Zones. The City of Morgan Hill serves as the lead agency, with planning oversight managed by Adam Paszkowski, and coordination supported by project consultants, while environmental review documents and compliance with state and local codes are foundational to permitting and approval. No formal contracting specifications, pricing, federal acquisition clauses, or procurement evaluation criteria are present, indicating that this is primarily a land use and planning action governed by municipal authority rather than a federal procurement.

Full Description

The proposed project would consist of two annexations in which the sites described above would be grouped, referred to as the City Parks Annexations and the Rose Orchard Court Annexation as described below: City Parks Annexation The proposed City Parks Annexation consists of bringing land that is currently adjacent to City parks but in unincorporated Santa Clara County into the city limits. The Condit Sports Facilities Expansion annexation area would have a General Plan land use designation of Public Facilities and a zoning designation of Public Facilities (PF); the Butterfield Sports Park Expansion annexation area would have a General Plan land use designation of Public Facilities and a zoning designation of Public Facilities (PF); and APN 825-06-022 would have a General Plan land use designation of Residential Attached Low and a zoning designation of Residential Attached Low Density (RAL-3,500). Rose Orchard Court Annexation The property owner of the proposed Rose Orchard Court annexation area has requested annexation and a USA amendment into the City to facilitate future residential development. The Rose Orchard Court Annexation site would have a General Plan land use designation of Residential Estate and a zoning designation of Residential Estate (RE- 1) to develop four new residences on approximately one-acre lots, and donate approximately 10 acres of upper hillside land to either the Open Space Authority or the Santa Clara Valley Habitat Agency, as the property is adjacent to designated open space on the flanks of El Toro.
