San Carlos Parks Master Plan

The City of San Carlos has initiated the Parks Master Plan to establish a long-range vision and implementation strategy for its citywide park and recreation system, encompassing 17 parks and two open spaces. The scope of work includes improving existing facilities such as passive parks, community centers, playgrounds, sport courts, and natural surface trail systems, as well as developing concepts for new facilities including an aquatic center, a bicycle pump track, a mini ropes course, and additional community centers. This initiative also involves updating the Parks and Recreation and Environmental Management Elements of the City's General Plan and the Land Use Map. The plan utilizes a phased approach for development over a 20-year period to address maintenance, accessibility, and facility updates. The project is subject to the California Environmental Quality Act, with a Mitigated Negative Declaration approved on June 8, 2026, confirming that no significant environmental effects are expected. Compliance requirements include adherence to the 2012 Hillside Trails Master Plan and specific General Plan policies regarding energy efficiency and green building standards for new construction and major remodels. Project administration is led by Principal Planner Lisa Costa Sanders of the City of San Carlos Planning Department, with environmental planning support from Crystal Mainolfi of WRA, Inc. Coordination efforts also include alignment with regional transportation planning and Caltrans to ensure consistency with multimodal transportation efforts along State Route 82.
