San Carlos Parks Master Plan

The City of San Carlos is advancing the development of a comprehensive Parks Master Plan to guide the improvement and expansion of its 17 parks and two open spaces, with the goal of enhancing recreational access, preserving natural resources, and aligning with the General Plan’s Parks and Recreation Element and Land Use Map. The plan encompasses a broad range of upgrades to existing facilities including passive parks, playgrounds, sport courts, natural surface trails, and community centers, while proposing new facilities such as an aquatic center, a bicycle pump track, and a mini ropes course. The project’s performance is centered on on-site implementation within San Carlos city limits, specifically at designated parks such as Eaton Park, Burton Park, and Highlands Park, with construction restricted to weekday hours between 8 a.m. and 5 p.m. and Saturday hours from 9 a.m. to 5 p.m. to mitigate community impact. Key deliverables include updated park infrastructure, habitat conservation buffers, and long-term monitoring plans to ensure ecological recovery and compliance with mitigation requirements, including five years of annual plant population tracking and invasive species control below a five percent cover threshold. While the total contract value remains unspecified and no formal Federal Acquisition Regulation clauses, payment systems, or contracting officer roles are identified, the planning and environmental review process is coordinated by the City’s Planning Department with Lisa Costa Sanders as the primary point of contact. Public input is actively sought through a formal review period, and all submissions must be provided in both electronic and 15 hardcopy formats, reflecting a community-focused, transparent approach to public infrastructure planning under state environmental law.
