Key deliverables include updated salary range recommendations that comply with state merit-system principles, cost-impact modeling for adjustments, and a final report and presentation to executive leadership. The contract is an Invitation for Bids with a performance period from December 2, 2026, to December 1, 2027, with the possibility of renewals up to a maximum of five years. Award will be granted to the lowest responsive and responsible bidder. Qualified vendors must have at least three years of experience providing similar services, specifically including state government experience, and must demonstrate financial stability. Requirements for bidders include registration with the MAGIC eProcurement system and PayMode, professional and general liability insurance, and compliance with the Mississippi Employment Protection Act. Payments will be processed monthly via the State of Mississippi's electronic bill payment system, contingent upon the appropriation of funds by the State Legislature.
