Isle of Wight County in Virginia is initiating a compensation study to address challenges in hiring and retaining qualified employees due to outdated pay structures that lag behind neighboring jurisdictions like Virginia Beach, Chesapeake, Portsmouth, Suffolk, and Norfolk. Despite financial constraints and budgetary pressures on the Board of Supervisors, the County recognizes the need for a fair, equitable, and systematically structured compensation plan that reflects market conditions while maintaining fiscal responsibility. The County has successfully attracted employees from higher-paying areas seeking a different work environment, but consistent and transparent pay practices are essential to sustain this momentum amid growing resident demands and workforce needs. The Department of Human Resources, which supports approximately 280 full-time and 300 part-time staff across recruitment, benefits, performance management, training, and legal compliance, aims to use this study to establish clear salary placements, define pay grades, and resolve compensation compression issues. The study will build on the 2021 compensation review and 2024 market analysis, providing data-driven recommendations to guide future compensation decisions and improve communication between employees and supervisors. The solicitation, RFP-2026-308, issued by the Human Resources Department on June 23, 2026, invites qualified vendors to submit proposals by July 23, 2026, with Deyonne Ndango serving as the primary point of contact for inquiries.

Full Description

Isle of Wight County is located in the Hampton Roads region in the State of Virginia. Isle of Wight has two incorporated towns, Smithfield and Windsor. Isle of Wight County encompasses 363 square miles of which 316 square miles is land and 47 square miles is water. The James River bounds the County on the north and the Blackwater River to the south. One of our greatest challenges is that we have neighboring jurisdictions that are paying more than we can under the current pay structure. This reality greatly impacts our ability to hire and retain our best employees. While we must remain cognizant of the budgetary demands placed on our Board of Supervisors, we cannot forget the pressures we face in compensating the employees who are being called upon to serve. Our objective is to have a compensation package that is fair and equitable. We realize our compensation plan cannot compete with other localities such as Virginia Beach, Chesapeake, Portsmouth, Suffolk or Norfolk. We have been very successful in hiring employees from these localities who were seeking a different work environment. This is essential as we continue to serve an increased number of residents in this growing area. Additionally, ensuring raises and promotions are managed uniformly will allow for better communication and understanding between employees and supervisors. The final report should suggest ways to use a salary structure more rigorously and systematically, as well as provide recommendations that will guide the County in making future compensation decisions. The County's Department of Human Resources administers comprehensive programs aimed at attracting, motivating, and retaining a professional and industrious workforce. The department provides approximately 280 full-time and 300 part-time employees with services related to recruitment, selection and retention, compensation and benefits, performance management, employee relations, policy development and interpretation, organizational development, training and development, and employment law compliance. It is the goal of the County to conduct a compensation study to provide a recommendation for salary placements, pay grade, and compression adjustments, placing the County in a comparable position to hire and retain quality employees. The last compensation study conducted by the County was in 2021, with a market study completed in 2024.

Prequalification for Educational Institutions Offering Tuition Discounts for City of Norfolk Employees.
Solicitation # 10680-R2-2027/KA
The City of Norfolk is seeking to establish a prequalified list of accredited educational institutions to provide tuition discounts, price matching, waived application fees, and credits for prior experience to its employees. Eligible employees include full-time, part-time permanent, special project, and sworn staff who have completed six months of continuous service and maintained a sound performance record. To be eligible for the prequalified list, institutions must be accredited by the U.S. Department of Education or the Southern Association of Colleges and Schools of Commission on Colleges and must be authorized to transact business in the Commonwealth of Virginia. This solicitation is a request for prequalification rather than a traditional contract; consequently, there is no contractual relationship between the City and the selected providers. Educational institutions will contract and arrange all payment details directly with the employees. Prequalified providers may remain on the list indefinitely, though the City opens the process annually for new applicants and reserves the right to remove providers based on negative performance assessments or failure to provide stated discounts. Applicants must submit their qualifications electronically by October 8, 2026, including detailed discount proposals for undergraduate and graduate courses and certifications of non-discrimination and debarment status.
