The United States Patent and Trademark Office (USPTO) is seeking to award a sole source contract to Sodexo for comprehensive Conference Support Services at its Headquarters and Regional Offices. These services include event booking and reservations, event setup and breakdown, as well as audiovisual and virtual production support. Due to the unique qualifications of Sodexo—stemming from its existing corporate knowledge of USPTO facilities, equipment, software, procedures, and current qualified personnel—the USPTO has determined that only Sodexo can ensure continuity of these critical services until a competitive procurement is completed. This contract will be awarded under the Alternative Competition Method authorized by the Patent and Trademark Office Efficiency Act, exempting USPTO from the standard Competition in Contracting Act. The contract is to be a firm fixed price agreement with a base period of six months, from September 28, 2018, to March 27, 2019, followed by a six-month option period through September 27, 2019, if exercised. This procurement does not involve a public solicitation or request for competitive proposals. Interested parties may submit inquiries in writing via email to the designated contract specialist or contracting officer. The services fall under the NAICS code 561920 and will be performed primarily in Alexandria, Virginia. Full Description

The United States Patent and Trademark Office (USPTO) has a requirement for a vendor to provide comprehensive Conference Support Services, including booking/reservations, set up and break down of events, and all AV and virtual production support at USPTO Headquarters and Regional Offices. The USPTO is exempt from the Competition in Contracting Act (CICA) under the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A) and the subject requirement is being procured using the Alternative Competition Method as described in the Patent and Trademark Acquisition Guidelines (PTAG) https://federalregister.gov/a/2013-24316. In accordance with the PTAG, the USPTO conducted market research and the results indicated that only Sodexo is uniquely qualified to prevent a disruption of the existing, critical services until the completion of an anticipated competitive procurement. As the vendor currently performing the work for this requirement, only Sodexo has the combination of the corporate knowledge of the USPTO facilities, equipment, software and procedures as well as the existing, qualified staff. The USPTO intends to negotiate and award a firm fixed price, sole source contract to Sodexo for a six-month base period and one, six-month option period. The period of performance for the base period shall be September 28, 2018 through March 27, 2019 and the period of performance of the option period (if exercised) shall be from March 28, 2019 through September 27, 2019. This notice of intent is not a request for competitive proposals nor will a solicitation be issued to the public for this instant procurement. Any questions regarding this notice must be submitted in writing via email to the listed point of contact or alternate point of contact.
