This notice is being published in accordance with Federal Acquisition Regulations (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole source procurement is FAR 8.405-6(a)(1)(c). There is a reasonable basis to conclude that the supplies or services are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. NGA plans to extend the Consolidated Analytic Spatial-data initiative (CASi) contract on a sole source basis to compete the migration of a CASi system in the Commercial Cloud Services (C2S) on Joint Worldwide Intelligence Communications System (JWICS). The current contract expires on 29 February 2016. NGA intends to award a sole source, time and materials/firm fixed-price contract to Everest Technology Solutions Inc. The period of performance for this contract extension will be two (2) months from 1 March 2016 to 29 April 2016. The CASi contractor is the only source for this extension due to their development of the CASi system and unique expertise in executing actions and enhancements. As the CASi system developer, Everest Technology Solutions, Inc. currently is the only vendor with the necessary knowledge of the CASi software code to successfully ensure this capability is migrated to C2S on JWICS and supported during this period of performance. As a result, the Government believes that only Everest Technology Solutions possesses the unique capabilities required to perform this effort. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any information should be emailed to danyelle.l.wilcox@nga.mil and scott.l.stallsmith@nga.mil no later than 1700 Eastern Time on Wednesday, February 24, 2016. Only inquires/information received by this date will be considered. All correspondence sent via email shall contain a subject line that reads "CASi/Notice of Intent". If sending attachments with email, ensure only pdf, doc, or xls documents are sent. The Sole Source Justification and Approval will not be published due to classification and national security interests.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.

The National Geospatial-Intelligence Agency (NGA) is soliciting proposals for Human Resource Management II (HRM II) to provide comprehensive, end-to-end human capital support services for approximately 8,500 personnel. This commercial effort, conducted under FAR Part 12 and 15, covers the entire employee lifecycle, including talent acquisition, strategic workforce planning, personnel data processing via PeopleSoft, benefits processing, and retirement tracking. The contract is structured as a performance-based agreement featuring a one-year base period from March 2, 2027, to March 1, 2028, with four subsequent twelve-month option periods. Pricing consists of Firm Fixed Price (FFP) for core services and Time-and-Materials (T&M) for other direct costs and special projects. Award will be made using a best-value tradeoff process, with the Technical/Management Approach being significantly more important than Past Performance. Proposals must pass gate criteria for Security, Small Business Participation, and Organizational Conflict of Interest (OCI) to be considered.
