This contract is an Indefinite-Delivery Indefinite-Quantity (IDIQ) award for paving services across U.S. Army Garrison Benelux installations in Belgium, including Chievres Air Base, SHAPE, NATO Support Activity, Brussels American School, and Zutendaal. The primary objective is to maintain roads and infrastructure to meet Amber or Green status in the Installation Status Report for Infrastructure, ensuring a safe, neat, and healthy environment for military personnel, civilians, and their families. The contract is structured as a Firm Fixed Price IDIQ with a minimum guaranteed value of $500 or its Euro equivalent and a potential total value up to $35 million across seven annual line items spanning from FY2026 to FY2033, each with a maximum of 30 individual jobs and a ceiling of $5 million per line item. All work must comply with local labor laws, fire safety codes, and CFE Treaty inspection protocols, and contractors must submit Material Safety Data Sheets, fire defense plans, warranty documentation, and updated performance logs. The contracting office is located at Chievres Air Base, Belgium, with invoicing mandatory through the Wide Area Workflow system and payment processed according to contract terms. Technical proposals are evaluated on a pass/fail basis under a Lowest Price Technically Acceptable (LPTA) process, with technical acceptability determined by recent corporate experience and Supplier Performance Risk System assessments.
