Consulting Services for Design, Approvals & Tender Preparation for Blessington Road – Twin SPCSP Culvert Replacement

The City of Belleville is seeking a qualified engineering consulting firm to provide professional services for the replacement or rehabilitation of twin structural Plate Corrugated Steel Pipe culverts located west of 801 Blessington Road. The scope of work includes detailed investigations, hydraulic and hydrologic assessments, geotechnical reports, and the development of preliminary and final designs at 30, 60, 90, and 100 percent milestones. The consultant is responsible for conducting a Natural Heritage Screening, coordinating with regulatory agencies such as Quinte Conservation, DFO, MNRF, and MECP, and ensuring compliance with O. Reg. 406/19 for excess soil management and OTM Book 7 for traffic control. The final deliverable is a complete, tender-ready Request for Tender package, with a target completion date for the RFT package of November 9, 2027, to ensure the project is ready for construction in 2028. Proposals must be submitted electronically via the City's bidding portal by September 23, 2026, and are limited to 10 pages using Arial 11 font. Award is based on the highest ranked responsive and compliant proposal, rather than the lowest bid. The selected vendor must maintain significant insurance coverage, including 5 million dollars for commercial general liability and automobile liability, and 2 million dollars for professional liability. Payment is managed through the City of Belleville Accounting Department, and all deliverables must undergo a rigorous quality control process verified by an in-house auditor. The contract includes provisional sums for tender and construction support and as-built drawing reviews, alongside a 15,000 dollar project contingency allowance.
