Contracted Administrative Investigative Services

The County of San Mateo Sheriff's Office is soliciting bids for contracted administrative investigative services to support internal affairs functions through impartial, confidential investigations. Selected contractors will be responsible for conducting thorough inquiries that include interviewing witnesses, subject employees, and complainants; reviewing a broad range of digital and documentary evidence such as emails, text messages, body-worn camera footage, surveillance recordings, and other related materials; and producing comprehensive final reports containing summaries of interviews, transcripts, investigation findings, notices required under the Peace Officer Bill of Rights, letters of intent or discipline, and counseling memos as needed. Contractors must also provide detailed timekeeping and invoice breakdowns to support internal cost tracking, and may be called upon to conduct audits, evaluations, or provide general consultation upon request. Regular progress updates must be delivered to designated Sheriff’s Office representatives throughout each investigation to ensure transparency and coordination. All information related to the contract, including its existence, terms, and any data exchanged during preparation or performance, is strictly confidential and may not be disclosed to any third party. Proposals are due by July 23, 2026, and the solicitation is identified by number 2026-RFQ-00581.
