STATEMENT OF WORK
Radiator Evaluation
Part # 5101908, NIIN: 01-478-8141



1. BACKGROUND
The COMFRC Aviation Support Equipment (COMFRC ASE) has a requirement to maintain, repair and overhaul Ground Support Equipment for various agencies. The service listed herein will be used in support of this equipment.



2. SCOPE
The contractor shall provide all management, tools, supplies, equipment, and labor necessary for inspection, teardown, remanufacture, reassembly, and possibly repair of three (3) Radiator part number 5101908. The contractor must perform the work to the Original Equipment Manufacturer (OEM) standard. A Certificate of Conformance must be provided with each repaired radiator that states that the unit "Was repaired in accordance with manufacturers' specs".



3. LOCATION OF WORK
All work pertaining to inspection, teardown, remanufacture, assembly and repair shall be performed at the contractor's facility. COMFRC Aviation Support Equipment Solomons will be responsible for shipping the 3 units to the contractor.



4. GENERAL REQUIREMENTS
Evaluation


  • Wash, flush and pressure test radiator for leaks.
  • Estimate (to repair or replace core (if necessary), new bolts, nuts, and gasket.
  • Remove all corrosion and loose paint to perform corrosion control and paint (gloss black).

Repairs


  • Awardee will provide quotes for the potential repair of each crash crane radiator.
  • If the repair option is exercised, the repair will consist of, but is not limited to, replacement of bolts, nuts, gaskets, core and neck with new material or re-usable parts. Include any other part failures not identified or missing parts from the component for the complete overhaul.
  • Remove all corrosion and loose paint to perform corrosion control and paint (Gloss Black).

Shipping


  • The contractor shall package the repaired unit in the crates it was received in. The crates identify the unit with part number and serial number which is marked on the outside. The crate weights 410lbs and the dimensions are 58"L x 45"W x 16"H.

5. SPECIFIC REQUIREMENTS


  • All services requested under this Statement of Work shall meet or exceed requirements set forth.
  • If the repair option is exercised, provide repair(s) for, not to exceed three (3), Radiators part # 5101908, NIIN: 01-478-8141, contains the labor and missing/worn/damaged parts to conform to original equipment manufacturer's specifications.
  • The contractor will be notified of the option exercise to repair the selected unit(s) or that it is Beyond Economical Repair and to reassemble and ship back to COMFRC Aviation Support Equipment.
  • Each unit(s) must have a separate Certificate of Conformance with it's part and serial number listed.
  • The Certificate of Conformance must state that the contractor repaired unit "In accordance with manufacturers specs" which includes testing and painting (Gloss Black).
  • Each unit(s) must have a separate Certificate of Conformance for corrosion with part and serial number listed.
  • Contractor cannot replace ID Plate(s) with their own manufacturer ID plates.
  • The contractor will ship unit(s) back in the crate that it was received in. The crate will list on the outside, the part and serial number.

6. DELIVERABLES UNDER THIS STATEMENT OF WORK SHALL INCLUDE:


  • A capability statement to conduct the inspection and potential repair of each radiator.
  • A quote for the test and evaluation of each, three (3), crash crane radiators.
  • A quote for shipping the crash crane radiators beck to COMFRC.

The awardee will be required to provide:


  • A document identifying the findings of the test and evaluation for each radiator.
  • A repair quote for each crash crane radiator.

If the option to repair is exercised:


  • Delivery is required before 31 December 2026.
  • Provide a Certificate of Conformance for each repaired unit.
  • Invoices and packing slips shall be provided at the time of delivery.
  • Contractor will provide shipping/transportation to COMFRC Aviation Support Equipment.

Anticipated Period of Performance:


  • Test & Evaluation completed by 28 September 2026.
  • Repair option, if exercised, completed by 31 December 2026.
