The U.S. Department of Agriculture (USDA), Food and Nutrition Service (FNS) intends to award a non-competitive sole source contract through the SBIR Program to Synoptos, Inc., 1900 Campus Commons Dr Ste 100, Reston, VA, 20191-1535 to provide technical support services to provide a mechanism for reviewing and monitoring publicly available data from social media sites in real-time, or near real-time, to assess feedback and identify issues in SNAP customer service and access to the program. The statutory authority permitting Other than Full and Open Competition is the SBIR Program. This procurement is in accordance with Part 12 and Part 13 procedures. The North American Industrial Classification System (NAICS) code for this procurement is 541910. This notice of intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement. Any inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on inquiries to this notice, is solely within the discretion of the Government.
