Pre-Solicitation Notice - VA118-16-Q-1128 Sole Source to KLAS Enterprises, LLC Introduction: This is a Pre-Solicitation notice to announce that Department of Veteran Affairs intends to award a sole source contract in accordance (FAR) 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" to KLAS Enterprises, LLC (KLAS). The proposed action is to provide a subscription membership consisting of access to KLAS's Performance Database, Software, Services, and Equipment, Report webinars, Best in KLAS Specialty Reports, all published Specialty Reports, and a quarterly KLAS Analyst Call. This subscription membership will allow VA's Chief Information Officer (CIO) access to information technology (IT) research data and analysis and provide for engagement with leaders regarding changing and evolving IT trends, technologies, and organizational constructs related the healthcare systems. Services including in-depth onsite consultations are also required. The proposed order will provide VA Office of Information and Technology with membership from April 22, 2016 through October 21, 2016 followed by one six-month option. While other firms have the ability to provide similar membership and market research data services, only KLAS can provide healthcare IT marketplace data pulled from a wide swath of healthcare professionals and healthcare IT firms. None of the other firms reviewed have performed the type of research nor do they possess the healthcare IT data that the Government requires. The Government's technical experts estimate that it would take approximately 180 days to gather the raw data material (based on interviews and queries) and to input the data electronically in a format that is accessible and usable to VA. VA requires access to the required information by April 22, 2016 to support CIO strategic objectives. Based on this market research, the Government's technical experts have determined that KLAS is the only source that can meet the Government's requirements by April 22, 2016.
