Pursuant to FAR 13.106-1(b), the Federal Highway Administration (FHWA) intends to solicit a quotation to award a sole source purchase order with Cumberland Valley Volunteer Firemen's Association (CVVFA) Grant Management Office, for the purchase of Traffic Incident Management (TIM) Responder Line of Duty Deaths and Injuries Data Collection and Reporting Project services for the performance period of 18 months. CVVFA is nationally recognized leader non-profit organization in the emergency responder community. CVVFA has the ability to supply research data for emergency responder fatalities and injuries in all 50 States, the District of Columbia and Puerto Rico. The national concern for emergency responder fatalities and injuries is a result of the increase in numbers by 127% from 2018 to 2019. No other source can satisfy this requirement and provide this national data tracking for all TIM responder discipline fatalities and injuries, therefore CVVFA is the only source with an existing database and mapping capability. The intent of this notice is not to request competitive quotations, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received by November 13, 2020 at 12:00 PM EST. All questions concerning this matter should be addressed directly to Ms. Koren Wheeler at contact@example.gov.
