The National Technical Information Service (NTIS), part of the U.S. Department of Commerce, is seeking firms capable of providing backup services for its Anacomp Imaging System, which produces electronic images on 105mm microfiche. This system supports a subscription model where tailored government publications and reports are copied onto microfiche based on customer-selected topics. The service issues two publications each month and handles approximately 300,000 orders annually, with each order typically containing multiple 4X6 microfiche sheets holding up to 98 images per sheet. Due to logistical considerations, preference is given to firms located within Washington, D.C., Maryland, or Virginia for courier efficiency, although this is not a strict requirement. The agency emphasizes prompt responses due to the aging status of the Anacomp system and plans to establish an annual contract, though it may initiate service with a smaller order initially. Interested vendors are instructed not to respond to the Gaithersburg, Maryland office address listed in the announcement but to contact the designated contracting officer, Michael Scheuchenzuber, via email or fax in Springfield, Virginia. This solicitation primarily aims to determine the availability of capable backup service providers to ensure continuity of operations for the Anacomp system.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
