This solicitation requests proposals for web caching services to support the National Weather Service websites, particularly during peak demand situations such as hurricanes, winter storms, and tsunamis. The contract aims to outsource web caching capacity, with a variable data volume of up to 12 terabytes per month during the hurricane season and as low as 500 gigabytes during off-peak months, covering over 500 websites managed across more than 50 servers in multiple locations. Vendors must provide detailed reporting on usage metrics like bytes, hits, and connections and clarify their pricing structure, including whether charges apply to compressed or uncompressed data and the availability of volume discounts. Performance requirements mandate a 99.99% uptime and user response times that meet or exceed the average of the top 40 commercial websites, verified by an independent source. The solicitation follows Federal Acquisition Regulation guidelines, incorporating relevant provisions and clauses for commercial item acquisitions. Offers will be evaluated on technical capability, past performance, and price, with technical and past performance combined weighted more heavily than pricing alone. The contract term includes one base year and two one-year options. Interested vendors must submit electronic proposals by January 20, 2008, at 1:00 p.m. Eastern Time. The Department of Commerce’s NOAA office in Silver Spring, Maryland, is the issuing entity, and all communication regarding the solicitation is to be directed to the specified point of contact.
