The JTT software operates across all security domains—from UNCLASSIFIED to TOP SECRET/SCI—and supports mission-critical targeting functions at command and control nodes in theater-level environments, with requirements to integrate seamlessly with enterprise systems like MIDB and MARS while operating effectively in Denied, Degraded, Intermittent, and Limited (DDIL) conditions. All personnel must be U.S. citizens holding Top Secret/SCI clearances, and the contractor’s facility must be cleared to handle CUI, SECRET, and TOP SECRET information with virtualized access capabilities. The work may be performed at the contractor’s facility, remotely, or on-site at Hanscom AFB, MA or Langley AFB, VA. The government has estimated the total contract value at $5 million to $10 million, with a potential performance period of two years composed of a one-year base, a six-month option, and an additional six-month extension. Response to this Request for Information (RFI) is not a solicitation for proposals and will result in no award; it is solely intended for market research to inform future acquisition planning. Submissions must be formatted as a white paper in PDF, no longer than 3–5 pages excluding the cover page, using 12-point font and one-inch margins, and must be submitted via email or the DoD SAFE portal by 5:00 PM EDT on September 7, 2026. All responses must include the respondent’s CAGE code, Unique Entity Identifier, NAICS code 541511, and Facility Clearance Level, along with disclosures regarding foreign ownership, Foreign Military Sales experience, and participation in IDIQ or GWAC contracts.
