The U.S. Census Bureau, under Federal Acquisition Regulation guidelines, plans to award a sole source contract to Amgraf, Inc., a small business, to provide enhancements, training, and support for the One Form Designer Plus (OFDP) software. This contract stems from a long-standing relationship that began in 1991 when Amgraf’s software was first used by the Forms and Mail Management Branch for questionnaire design. Amgraf was chosen to develop a successful interface between their OFDP software and the IBEAM system, facilitating controlled content transfer during the IBEAM project. Their expertise has been valued over the past two years, and the Census Bureau seeks to continue relying on this established team through 2011 to ensure project success. Interested parties are invited to demonstrate their technical capabilities, pricing, and other relevant information that would show competition might benefit the government. Responses must be submitted to the designated contract specialist via email within 15 days of the synopsis publication. This notice does not constitute a solicitation, and no proposals or offers will directly result in a contract award; rather, responses will be used to assess whether another source could provide a more advantageous solution. Absence of an affirmative response may lead to the contract being awarded to Amgraf, Inc. without further announcement. The contract relates to NAICS code 541511 and is managed by the Department of Commerce Census office located in Suitland, Maryland.

Background - The Forms and Mail Management Branch (FMMB) of Administrative and Customer Services Division (ACSD) began their use of Amgraf, Inc. software in 1991 to design questionnaires. When the IBEAM project was initiated, the goal was to pass questionnaire content to ACSD in a controlled format. Future Requirements - Since the initial phase of the extended project, Amgraf, Inc. has been successfully called upon to provide similar services for the past two years on this critical phase of the project, and the expertise of this proven team of experts remains needed through 2011. The continuing use of their expertise and past experience of Amgraf, Inc. on this project, will help ensure its success. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing , and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted to Albert E. Kennedy at the U.S. Census Bureau, Acquisition Division, via email address contact@example.gov. Ensure subject is titled ENHANCEMENTS TO ONE FORM DESIGNER PLUS (OFDP) SOFTWARE. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to Amgraf, Inc. without further notice.
