The Department of Veterans Affairs awarded a firm-fixed-price contract (Solicitation Number 36C24126Q0102) to Elekta Inc. for a one-year software license, maintenance, and support of the Elekta MOSAIQ Oncology Information System (OIS). The contract period spans from December 15, 2025, through December 14, 2026, with a total award value of approximately $91,713.60. This sole-source award stems from the proprietary nature of the MOSAIQ system, its unique integration with VA radiation therapy equipment, and the necessity for original equipment manufacturer (OEM) certified support to maintain compatibility and legacy data integrity within the VA’s clinical environment, specifically at the VA Boston Healthcare System’s Jamaica Plain Campus. The contract scope includes software licensing, ongoing technical maintenance, patch deployment, upgrades, and remote and on-site support provided by Elekta-certified technicians during regular business hours. Contractor personnel must adhere to stringent VA security and privacy policies, including compliance with HIPAA, the Privacy Act of 1974, and VA-specific directives on personnel suitability, information security, records management, and electronic media sanitization. Access to VA systems is highly controlled, with mandatory background investigations and identification protocols required for field service agents. All contract deliverables, such as detailed Field Service Reports, remain the property of the U.S. Government, with strict prohibitions on unauthorized disclosure or use of protected data. Inspection and acceptance of services occur under VA oversight at designated facility locations, and all data handling complies with federal records laws and VA institutional requirements. The contract also mandates contractor personnel training on records management and enforces flow-down of all clauses to subcontractors to assure full regulatory compliance throughout performance. Communication and administrative oversight are managed through the VA Boston contracting office, with Kim McCarthy serving as the Contract Specialist contact.
