This solicitation, numbered 2-1-QSC-S-26-001, concerns the sale of aircraft scrap residue generated from the mandatory demilitarization and mutilation of NASA aircraft at Wallops Flight Facility in Virginia. The property offered is strictly the residual scrap material—mixed metals and debris—after all controlled components, assemblies, and identifiable parts have been destroyed or rendered unusable in accordance with Government requirements. Bidders must submit a single lump-sum bid without any alternative pricing structures, and only the highest qualified bidder will be considered post-award. All bids must be submitted electronically to eastzonesealedbids@gsa.gov with a prescribed subject line and must include complete documentation such as the SF-114 form, Appendix A certification, Appendix D training proof, and acknowledgment of all amendments. A mandatory pre-bid site inspection is required, and access to the secure federal installation is strictly controlled, limited to U.S. citizens with proper identification and prior coordination. The bid submission deadline is June 12, 2026, at 5:00 PM Central Time, with a bid opening scheduled for June 16, 2026, followed by preliminary award notification on June 18, 2026. The apparent high bidder must submit an End Use Certificate within five business days of pre-award notification and thereafter provide a comprehensive Environmental, Safety, and Operational Work Plan as outlined in Appendix E for NASA Wallops review and approval prior to receiving a Notice to Proceed. Performance must be completed within 60 calendar days of that notice, and all work is subject to strict compliance with demilitarization, mutilation, transportation, environmental, and permit coordination requirements tied to the facility’s operational protocols. Amendments to the solicitation, including critical updates to submission procedures, deadlines, and documentation requirements, are binding and must be acknowledged by bidders; all governing documents are available exclusively on the GSA Auctions portal.
