OVERVIEW

Property Type: Aircraft scrap residue generated through required Demilitarization as a Condition of Sale (DCOS) and Mutilation as a Condition of Sale (MCOS)
Disposal Requirement: Aircraft, assemblies, components, and identifiable parts are not offered for sale. Saleable property consists only of scrap residue created after completion of required demilitarization, mutilation, Government verification, and formal acceptance.
Certain aircraft, assemblies, components, and materials subject to this solicitation may include military-origin aircraft, prototype aircraft, experimental aircraft, unmanned aerial vehicles (UAVs), and associated aerospace systems or materials requiring controlled disposition, demilitarization, mutilation, or destruction.
Duration: Performance shall commence within five (5) business days following Government approval of the End Use Certificate (EUC) and issuance of the Notice to Proceed by the Sales Contracting Officer.
All required demilitarization, mutilation, certification, removal, and site restoration activities must be completed within sixty (60) calendar days of issuance of the Notice to Proceed unless otherwise authorized in writing by the Government.
EUC Notice: The End Use Certificate (EUC) is not required at the time of bid submission. Following bid opening, the apparent high bidder shall submit a complete and accurate EUC within five (5) business days of pre-award notification as part of the Government’s pre-award eligibility, Trade Security Control, and responsibility review.
The EUC process is further described in Appendix C — Trade Security Control and End-Use Certificate (EUC) Process.
Environmental / Operational Review Notice: Amendment 1 adds Appendix E — Environmental, Safety, and Operational Work Plan Package. Appendix E establishes post-bid submission requirements applicable to the Apparent High Bidder for NASA Wallops Flight Facility review of proposed work methods, environmental controls, operational sequencing, transportation concepts, safety controls, fire protection considerations, permit coordination requirements, and associated operational impacts prior to issuance of the Notice to Proceed.
NASA Wallops Flight Facility requires that all proposed work statements, means and methods, operational needs, and related supporting information be submitted for review before NASA Wallops renders any permit, approval, or authorization for the work.
