Design, Provide, & Install Playground Equipment at Charles C. Brooks Complex

Chatham County is seeking a qualified manufacturer or distributor to design, supply, and install a commercial-grade playground system at the Charles C. Brooks Complex on Wilmington Island, Savannah, Georgia. The project involves delivering an ADA-compliant, modular play structure for children aged 5–12 with elevated decks up to nine feet, spiral tube slides, rope climbers, geo climbers, sensory interactive elements such as disco spinners and music inserts, and compliant surfacing including synthetic turf and stone drainage. All equipment must meet ASTM F1487, CPSC Publication #325, and the 2010 ADA Standards for Accessible Design, constructed from UV-stabilized HDPE, powder-coated galvanized steel, and reinforced rope systems, with IPEMA certification and tamper-resistant hardware. The selected proposer must begin work within ten days of the Notice to Proceed and complete installation within six months, with a penalty of $200 per calendar day for delays beyond the agreed schedule. Proposals must be submitted electronically via the Chatham County procurement portal by 5:00 P.M. on June 12, 2026, and must include completed county-specific attachments addressing drug-free workplace compliance, non-discrimination, debarment certification, E-Verify affirmation, SAVE affidavit for citizenship status, lobbying disclosures, insurance documentation, and MBE/WBE participation reporting. A minimum of three professional references with similar project experience must be provided, and proposers are required to demonstrate experience and qualifications through a detailed project approach. Awards will be made using a best-value trade-off methodology, weighting qualifications and project approach equally at 30 points each, followed by pricing at 20 points, local MBE/WBE participation at 15 points, and references at 5 points. Bidders must submit a 5% bid bond and, if awarded, 100% performance and payment bonds issued by a Georgia-authorized surety. Minimum insurance requirements include $1 million general liability, $500,000 workers’ compensation, and $1 million auto liability, with policies non-cancelable without 30 days’ certified notice. Contractors must prioritize hiring Chatham County residents and source local materials and services where feasible, and all work must comply with federal, state, and county laws, including permitting and licensing obligations.
