Dexter Village

The Dexter Village project is a multi-phase residential development in Lake Elsinore, California, led by the City of Lake Elsinore. The project involves the subdivision of a 23.05-acre site into 451 total units, consisting of 221 single-family homes and 230 apartments, including 22 very low-income affordable units. Development is split into two phases: Phase 1 focuses on 16.40 acres for single-family residential construction starting January 5, 2026, and Phase 2 covers 6.65 acres for multi-family residential construction starting January 4, 2027. The project must adhere to South Coast AQMD air quality standards and Elsinore Valley Municipal Water District design criteria. Key technical requirements include geotechnical seismic design parameters, paleontological resource mitigation, and biological compliance with the Western Riverside County Multiple Species Habitat Conservation Plan. Additionally, the project requires specialized personnel, including certified paleontologists and OSHA HAZWOPER trained staff, and mandates strict adherence to tribal consultation confidentiality and cultural resource treatment agreements.
